No. You must be a resident of the City of St. Johnu2019s for 30 days before election day (i.e., by September 2 ).

If Iu2019m not a Canadian citizen, can I vote?

No. You must be a Canadian citizen to vote in both provincial and municipal elections.

Yes. To vote by mail in the Provincial Election (NL) you must apply for a special ballot (mail-in). To vote by mail in the Municipal Election (St. John's) you must register as a voter to receive your voting kit in the mail.
